Well, I've seen levels 0, 1, 2, 4, 5, 6, and 7 but never a level 3. Why is that?
Has there been a level 3 before? How does one become level 3? Any requirements?

lv 3 doesn't exist. If i know correctly there was lv3 but its been removed , dunno why.

Level 3 was used on funserver for whitelisting players - when subnetban banned innocent players, then they could gain level 3 and even with same IP from banned range was possible to play.
