Why not. yet, the same problem. Will be hard to split for those who wanna have fun/train and those who wanna play as usually :/ . Too few players i guess.
Only "special event" that i can imagine can be fun witch 3 ppl on server is this BOB OC thing from 1.1

It won't be split as training server wouldn't have many people. We could try putting some bots in it too?

How bots would be any training ?
If u wanna train with like 4 ppl u would need some kind of training map that would slowly kill your base(but fast enough) and u with those 4 ppl would need to rush enemy base as fast as possible . Not a bad idea after all but 1st u need such map :p.
