What "stuff" do I need to look for in hosting service to be able to do this:

1. User A registers (name, email, phone#)
2. User A posts his offer (name, description, photos)
3. User B clicks "Buy", gets redirected to paysite (bank, paypal, pay by phone)
4. User B gets contact info to user A.

Did I just describe an online shop?

If building yourself, any host will do.

All other hosts will do, but your shop has requirements, so look for them, and check host if they have the same version or >.

Like Php version 3.2.7 needed, and your host has 5, it will work, but outdated and bad :>

Something like that.

Either do as Lancer said (get some shop software from net and see if your hosting meets all requirements) or write your own code. You'll probably need a hosting with PHP and MySQL to do that.
