I can import them but I've never heard of a t3d format.

Yes, I've an export option to fbx, though I have never tried using it in practice.

I tried blender with export plugin. It works good, but sadly theres no bones in models. Probably because they arent in md3 too. Are you able to confirm that? Or is possible to discover bones in md3 models somewhat?

I'm pretty sure the md3 format has no bones/skeletal animation.
