I think that we'd better push for levies on mass storage media…

Anyway, you misrepresent somewhat. What triggers the source-release clauses is the external distribution of the binaries: without that, no licence breach so no problem.

I think that your ‘perfect’ here is something like the 3-clause BSD licence.
