WTF?! my ping is normal, but something strange with server, take a look at lagometer.

look at lagometer (rectangle at top-right, under time, activates by /cv_lagometer 1). its 93 & 120

Low fps cannot be caused by server, so that problem is somewhere in your comp.

No. FPS stands for Frames Per Second.
This units depends only on hardware and software you are running.
You can read something about it on Wikipedia (Frame_rate#Computer_graphics)

LAG depends your internet connection.
I have found some nice article about lag for you.

low FPS an LAG can in some situations look alike, but these things are totally diferent from the view of computer.

Well, knowing that CrackDown is too lazy to even click on that wikipedia link, I'll try to explain it as simple as possible:

FPS = how fast can your computer draw images on the screen. The more objects are on the screen - the harder it gets for computer to calculate how player should see it, and FPS goes down.
If you unplug your internet cable, your computer will receive no object updates, but it will still know the old positions of the objects and will continue painting them on your screen, calculating each object view.
