I am really confused about this topic since whomever i ask seems to give a different response every time.

Basically, my question is 'Is aimbotting a rule break on the server?'

Might seem like a stupid question but honestly there have been times when players have admitted to admins that they aimbot/hack - so why havent they been banned?

Although, if you think you see a bot, use /record and /stoprecord to make a demo of it.
And names. Knowing the name is helpful.

I doubt there are still bot users on 1.1.. There MIGHT be some, but that would be very strange. I talked a bit to US admins some weeks ago, they said they haven't caught any trigger user for months now...

Well after Zolk case there werent any more aim or triggy or Whacky so people only troll that they have it.
The nodding of the head once to symbolize a greeting, cuz we white folk to damn lazy to open our mouths and speak up. Nods are also easier to shake off than a flase "hello".
