This simple steps will make assure you are good admin.
- someone saying bad word -> whatever
- someone spamming e.g. talks more then 20 times per 5 minute, or same stuff 3 times over and over during 5 minute -> ask to stop -> !warn -> !warn -> !mute (for 1 minute) -> !mute for 10 -> !mute for game
- someone needs to be !muted 3 times per week or more - warn about possible ban -> ban 1 hour -> ban 1 day

- just saying X word - nothing
- saying anything at intermission - nothing
- saying anything when obviously no one on server has a problem with it - nothing
