It is a file containing a unique hash that is generated on each new install of the tremulous client. When you connect to a server the client will unhash this file and send to the server a 30-character-(or so) GUID (Globally unique identifier). This GUID is completely unique to you and is basically how the server identifies you and decides what level of admin you should have.

So, when you first go onto the server and use /register, and you get your nick-protection, this is how the server remembers who you are the next time you log on
