You have an issue with him camping... Allowed by the rules (here is a link to familiarize yourself with them: http://www.onlineforum.cz/rcz/rules)

You have an issue with him going afk... There is an automated inactivity move-to-spec, so there is already an automated fix in place

Both of your "issues" are therefore, already solved. Unless you are starting some campaign to change the rules...
