About this sound mod. I just had it override the defaults on my install. I actually packed it in a .pk3 for no good reason. I'm not sure how it would work without overriding the originals, need some help there.

I thought you were already trying to replace the originals?
If all else massively fails, just put it in place in the source code and recompile. (Tutorials for recompile on tremulous.net)
