Callvote stage2 and stage3

I have a proposal to make some vote that gives both teams stage2 and stage3.
Main idea is that sometimes you come to the server, and there is noone else to play with. So you can callvote stage2, win it (you are the only one there) and build as much as you want.
It should need 70% or maybe even 100% votes to pass.

You want to vote stage 2/3 for building (you not need s2/3 for winning, you can use draw)? Well I can do that, but with some limits - player limits. For example - you can vote for next stage only with max 2 player online. I dont want to see votespam "s3" when one side losing with enough players.

That's why I told that you need 100% F1 votes to pass this callvote. If it is 100%, then what is the difference how many players are there?

Well, in that case problem with votespam still remains.
